Why the city may be inaccurate

IPv4 and IPv6
IPv4 is the familiar format of four numbers separated by dots, such as 77.88.8.8. There aren't enough of these addresses for everyone, so providers often place hundreds of subscribers behind a single shared IP. IPv6 addresses are longer and use colons. If you see one, your provider has already adopted the newer standard.

Why is a different city shown?
